The Product Manager should not hold the keys to Engineering and block the Designer from talking directly to Engineering. In reality, high functioning teams will facilitate the connection directly between Design and Engineering. In this way Engineering knows what cool stuff design is looking to build, and Design has a general idea of what is technically possible.
